A 29-year-old Florida mother is charged with felony neglect and abuse after allegedly retaliating against her 1-year-old daughter by booting her out of a car in Hialeah at night, driving away, making a U-turn, and then snatching the baby from the arms of a woman who had brought the child to safety away from the street.

The charges against Tasshay Chelsea Mills, 29, are not her first encounter with the law; court records reviewed by Law&Crime from recent years show several other cases involving theft, assault, and probation violations.

In her most recent criminal case, which stems from an incident near NW 37th Avenue and NW 54th Street at 8:30 p.m. on September 5, Mills was ordered to stay away from her child after posting a $7,500 bond in Miami-Dade County.

The alleged facts of the case emerged a day after the incident, when investigators issued a missing person alert and searched for the child, Mills, and a 2016 Chevrolet Malibu. Mills was arrested despite the fact that the missing person alert was cancelled after the 1-year-old was found safe.

The Hialeah Police Department reports that Mills’ “angry” response was triggered by “spilled shampoo” in the car’s back seat, as reported by a female passenger. Mills allegedly hit her one-year-old and pushed the baby out of the car onto the “asphalt,” prompting stunned witnesses to intervene.

WPLG interviewed a witness, a mother, who met the suspect after rescuing the baby. She told the local ABC affiliate that she was “more in shock than anything” and was grateful to “God that me and my boyfriend were there that night.”

The witness told cops that she and her boyfriend were in a car behind Mills when they noticed the 1-year-old pushed into the road. The girl was allegedly “bleeding from her head.”

Mills, for her part, allegedly drove away “erratically” before making a U-turn back to the location where her child was helped.

Shocking Ring camera footage then captured the defendant snatching the baby from the witness’ arms. Law&Crime has obtained the video, which is 43 seconds long and contains expletives.

“Okay, I’m not giving you this baby,” the witness could be heard saying, just before the suspect said, “That is my baby,” grabbed the child, and walked away from the camera.

“Oh my God! “I need you guys to come,” the witness shouted into her phone. “She f—ing snatched the baby out of my hands.”

“Yo! The witness’ boyfriend yelled, “She’s all f—ed up, and the baby is all f—ed up.” “You’re trippin’, bruh.”

According to WPLG, Mills claimed that she did not push the girl out of the car, but rather “removed” her to “clean the seat.”

Mills is set to be arraigned at 9 a.m. on October 10.
